Flintshire had survived for some time on a series of interim appointments and internal temporary management solutions. On my recommendation as their new Chief Executive the Council unanimously approved a streamlined senior management structure to provide us with strategic direction and permanency of personality. We have completed the appointment of our Strategic Management Team of four to co-lead the next phase of organisational change and also appointed to a number of key posts within the Extended Corporate Management Team and Senior Management Team.
Changes to structure achieve nothing in themselves; colleagues in the Council have warmed to the underlying principles behind the organisational change of greater leadership, clarity of ambition and priorities, less red tape, a more co-operative organisational culture with more support for and encouragement of flexibility and innovation in what we do.
The progress Flintshire is making to achieve its aim of being an excelling organisation is being recognised from external regulators and regional and national partners and commentators.
Our heads of service manage operational services and have both responsibility and accountability; modernise, change and improve services; support and give effect to corporate policies and initiatives; manage people, finance and assets flexibly and effectively and manage partnerships and external relationships.
The Head of Housing Services is the last key post to fill in our ambitious Senior Management Team.
Our 'selling point', hardly unique but direct and honest, is 'In Flintshire we call it getting things done'. We want our elected members and workforce to be proud of the County and to feel content and privileged to represent and work for the Council. This is an exciting time to join a council looking forward with a strong work ethic and a pragmatic way of making change happen.
